While many of the criticisms voiced resemble those already familiar, the point is made that SDI may be a violation of the ABM Treaty of 1972. SDI would not protect Europe and would destabilize a current strategic weapons balance.

Seismic data from Soviet underground tests since 1976 indicate yields have been held to limit of 150 kilotons set by Threshold Test Ban Treaty. The findings disprove US claims of Soviet testing abuses.
