Vladimir joined the United Nations Secretariat in June 1988. Participated in the negotiations on the settlement of crises in South Africa, Somalia, conflict between Eritrea and Ethiopia. For over 15 years was assigned to deal with the multiple crises in the Sudan, including between Northern and Southern Sudan, in Darfur and Eastern Sudan, in Eastern DRC, Kenya, Northern Uganda and Zimbabwe. In 2010-2012, participated in the activities of the African Union High-Level Implementation Panel (AUHIP) led by President Mbeki.


Education: In 1972, obtained a BA degree in the Humanities from Minsk State Pedagogical Institute of Foreign Languages; in 1980, granted a PhD in Political Science/Philosophy, by Belarusian State University in Minsk; for nine years taught international relations and political science at different higher education institutions in Minsk, Belarus.
